Is Democracy a hurdle for Security ?

I just read an article written by Scott Granneman about what policies he would implement to have a Secure Computer World if he were to become the dictator of the World. He wants all the Computer users to undergo and get certified in Basics of Security before using a computer and renew their certificates every 3 years, quite similar to a Driver's license. It would not be a good idea to have centralised power since it poses a great risk to the Security in itself whereby if the dictator can access everything, he can break the Security of the Systems himself. I would rather vote for Democracy with the elected Government taking Security into priority and enacting laws to improve Security.
Any thoughts on how to make this world a better SECURE place ? (apart from becoming a dictator and issuing decrees)
